What area of the city would you suggest first time visitors look for a 3.5* to 4* budget hotel? We like to be in an area where we can walk to restaurants, museums. galleries etc., or if that isn't possible an area with good transit links around the city.

We will have the car but find that more of a liability than an asset in a large city.
