When we were in Paris about 4 years ago, we stayed in Hotel La Louisiane on Rue de Seine in St. Germain area (6th arr.). Pretty no frills hotel but clean and relatively cheap.

We loved the area--on the same street was a cafe, a wine shop, a cheese/charcuterie shop, and a small grocery that sold roast chicken on the street. Close to Metro, and 5 or 6 minute walk to the Seine, near Notre Dame. I believe the Orsy museum was 5 minutes in the other direction. http://www.hotel-lalouisiane.net/index_eng.html
