I have rented cars in Europe several times. My suggestion would be to rent via Auto Europe if the rate is at all comparable. On their website they do include CDW, but I have called them and gotten quotes without it. A lot depends on your comfort level and your insurance.

However, the nice thing about my rentals with them is that they are basically pre-paid. I have never been hassled about buying any extra insurance etc.

For those countries where you are basically required to buy insurance (Italy comes to mind), I find them to be the best deal.
